range, why not just propose that we build 1440 units which is the number that beyond which the traffic study explodes?
(Actually, 1440 units equates to 80 units per acre(80 units times 18 acres equal 1440 units...our maximum number
before the Traffic Study models"blow up"!)). 80 units per acre is pretty dense number in itself, and 1440 units is a
hefty number!
Another solution is to offer a range of 50-60 units per acre not to exceed a total of 1440 units. That way, if we do get
the Density Bonus, we can apply it on the lower end of the range and still make traffic tolerable. In fact, at the proposed
ranges, if we get the Density Bonus, we risk being well over the maximum traffic study numbers and if we don't, we risk
being well under the housing numbers needed!! Not the best way to run a railroad!
In the Stoneridge Mall area,we can absorb our fair share, but we can't absorb more! It needs to be spread around
more. How much can we absorb? I understand that it is like a balloon where if you press down the number of units in
one area, the balloon expands in another area...but the balloon can expand in our area only a finite amount before it
bursts, and the traffic study says it bursts at 1440 units! I understand that some would argue that the Traffic Study is
flawed because they used 2019 (pre-COVID numbers when Nordstroms was there as a base), but I would argue that is a
reasonable assumption, and if we are successful in building a Destination Mall, then we will easily meet or exceed those
numbers. It has been said by some that they"feel there is some squish" in the Traffic Study numbers. I say that the
Traffic Study was as an engineering study, and we all know that engineers don't"feel"...they are the best estimate
available (otherwise why bother with a study that we ignore just because it doesn't seem to fit what we want?)
I do not want to see traffic like the school traffic mess on Las Positas or Foothill show up at Stoneridge and the Mall
....(and we won't be able to avoid it by going at a different time of day like with the school traffic)! We already know the
maximum number of housing units we can absorb before things"blow up".Also, the folks who we expect to move into
this housing don't have a voice,so we need to speak for them and not make the traffic (and parking due to Density
Bonus rules) unbearable for them. Please use the knowledge we have and spread the traffic pain.
Respectfully,
John Hall
2
