accomplished by shrinking (or getting rid of) the area devoted to vineyard, or by putting individual houses on much
smaller lots. Either way it would be inconsistent with the Vineyard Specific Plan's vision.
We noticed that the June 2022 version of the House Element pdf planned had a range of 15 to 25 (See page 167). The
December 2021 version listed 10-units for PUSD-Vineyard (See page 20). 10 units is a lot more consistent with the
surrounding neighborhoods. We felt good when looking through that document in 2021,only to be surprised yesterday
when we realized the number had tripled to 28. Is there an explanation for why the planned number of units kept going
up over time?
10 and 28 are so far apart (3x)that they can't both be consistent with the Vineyard Specific Plan.
Even more concerning, we saw a January 21, 2023 email from Gerry Beaudin with the subject "Import Clarification re.
Housing Element Update Process", which states that"If the District is inclined to seek greater density for the Downtown
and/or Vineyard Avenues site(s) after the Housing Element is approved, we can certainly work together in short order to
consider the request."
This makes it sounds like the city is open to going above 28 units for PUSD-Vineyard, and making the change even later
in the Housing Element process (after the number of units has already been dramatically raised twice before). It's as if
the Vineyard Specific Plan is no longer even considered as a guideline.
Overall, we think the Vineyard Specific plan has been great, although the plan called for a community park which the city
has failed to fulfill. If we want resident buy-in into future specific plans, we should do our best to stick to and implement
the vision of the Vineyard Specific Plan.
Thanks,
Igor and Alyssa Ginzburg
Click here to report this email as spam.
2
