Along with the
rest of California - we have been on the roller-coaster ride of
frequently having to deal with drought conditions in many of the past
Summers. But this latest proposed water rate increase is worse
than dealing with a drought.
Your proposal to dramatically increase rates in a very short time
horizon does not make sense to your customer base. Water rates
have increased over the years. V1L- had the 31% rate increase in one
year - to make up revenue that was lost in the prior year. The
revenue was down in the prior year due to the fact that there was a
mandatory water decrease of 27%. The residents pulled together
and made the targeted water usage decrease. I found it interesting
that the team running water management for Pleasanton was
surprised by the revenue decrease and had to submit such a
substantial rate increase. No other business would take such an
approach. Any business leader would make appropriate adjustments
to expenses to align to revenue. But that does not appear to be the
approach of the group that supplies Pleasanton's water.
As a City Leader - my hope is that you would hold the suppliers for
our water to a standard that other businesses conduct themselves.
Looking for such a significant increase does not appear to hold them
accountable.
