Box 520
Pleasanton, California 94566
Via email: DMora@cityofpleasantonca.gov
Subject: Proposal to Prepare a Section 15183 CEQA Consistency Checklist for the Proposed
3200 Hopyard Road Residential Project in Pleasanton, California
Dear Mr. Mora:
Rincon Consultants, Inc. (Rincon) is pleased to submit this proposal to prepare a California
Environmental Quality Act (CEQA)-compliant checklist pursuant to CEQA Guidelines Section 15183 for
the 3200 Hopyard Road Residential Project. This proposal includes: (1) Rincon’s understanding of the
project; (2) Rincon’s proposed scope of work; (3) Rincon’s proposed schedule; and (4) Rincon’s cost
estimate for completion of the work program.
Understanding of the Project
This scope of work is based on Rincon Consultant’s current understanding of the proposed project,
based on how the project is described in documents previously provided by the City, such as a technical
noise study for the project dated February 24, 2023. Briefly, Rincon Consultant understands that the
proposed project would involve demolition of an existing church and parking lot and construction of a
multi-family residential development on an approximately 2.99-acre project site at 3200 Hopyard
Road. The project would consist of nine new residential buildings containing a combined total of 57
dwelling units. The proposed project would also include a community outdoor area with amenities such
as a bocce ball court and seating/dining area. Paseos would be provided between the new buildings,
some of which would contain turf and benches.
Scope of Work
Rincon will prepare a CEQA consistency checklist to determine whether, pursuant to CEQA Guidelines
Section 15183, the project requires additional environmental review under CEQA or if the project
requires no additional CEQA due to consistency with the EIR for the City’s General Plan. The
consistency checklist will be prepared similar to a standard or typical CEQA Initial Study in that the
checklist will address each environmental topic or issue area provided in Appendix G of the CEQA
Guidelines. However, the checklist will be modified from a typical Initial Study in order to specifically
address the criteria stated in Section 15183 of the CEQA Guidelines, including whether there would
be impacts that:
 Are peculiar to the project or the parcel on which the project would be located,
 Were not analyzed as significant effects in the prior documentation,
 Are potentially significant off-site impacts and cumulative impacts which were not discussed in the
prior EIR prepared for the general plan, community plan or zoning action, or
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
