City of Pleasanton
3200 Hopyard Road Project
2
Are previously identified significant effects which, as a result of substantial new information, which
was not known at the time the EIR was certified, are determined to have a more severe adverse
impact than discussed in the prior documentation.
The document will include detailed responses to all checklist questions supported by facts, evidence,
and, as appropriate, supporting technical studies and reference to the General Plan EIR. Rincon
anticipates that the checklist will support a determination that the project’s impacts would not be
peculiar to the project or project site, have been addressed as significant in prior programmatic CEQA
documents (e.g., General Plan EIR), or can be substantially mitigated by the imposition of uniformly
applied development policies or standards. In that event, the project would not require further
environmental review pursuant to CEQA Guidelines Section 15183. If the analysis determines that one
or more of these conditions may not be met for a particular impact category, Rincon will immediately
inform City staff to determine the appropriate course of action, which could include preparation of an
Initial Study-Mitigated Negative Declaration, EIR Addendum, or a Supplemental/Subsequent EIR. If
subsequent or additional environmental review is required and the City agrees, Rincon will provide a
separate scope of work and cost estimate at that time.
Rincon Consultants’ work program for completing the CEQA consistency checklist will include the tasks
described below.
Task 1 Kickoff Meeting and Project Mobilization
Rincon’s Project Manager will prepare for and participate in a conference call kickoff meeting with City
staff. This meeting will serve to discuss fundamental process, scope and approach issues, and as a
forum to review and confirm study objectives and establish an operational protocol. Working schedules
will be finalized and details for scheduled tasks will be discussed as necessary. Rincon will also use
this opportunity to collect any relevant project or background information. During this phase Rincon
will also visit the project site to photo-document existing conditions on the site and surrounding area.
Task 2 Project Description
Working with City staff, Rincon will prepare an internal review draft project description. Organization of
this information is critical, because it forms the basis for evaluating if the project is consistent with the
General Plan and General Plan EIR under CEQA. The project description will be submitted in MS Word
format to facilitate electronic editing and comments. Rincon assumes one round of review of the
project description by City staff prior to conducting the analysis described in subsequent tasks included
in this scope of work.
Task 3 Administrative Draft Consistency Checklist
Rincon will prepare an internal review (Administrative) Draft Consistency Checklist. To the maximum
extent feasible, existing technical studies for the project and information from the City’s General Plan
and General Plan CEQA documentation will be used for the analysis. Existing technical studies for the
project that Rincon has been provided and will consult in the preparation of the Consistency Checklist
include:
Arborist Report (Buena Vista Tree Service, May 2023)
Air Quality Report (Ascent Environmental, March 2023)
Geotechnical Investigation (Cornerstone Earth Group, September 2022)
Phase I Environmental Site Assessment (Cornerstone Earth Group, September 2022)
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
