This letter includes a summary of our understanding of
the proposed project, a brief work program description, schedule, and our proposed budget. Please do
not hesitate to contact me if you have any questions or need additional information.
Project Understanding and Approach
The proposed project consists of 57 multi-family residential units on 2.99 acres, located at 3200 Hopyard
Road at the southwest corner of the intersection with South Valley Trails Drive. The site is 1 legal parcel,
APN 941-907-62, and is currently occupied by the Harvest Valley Christian Church, which includes a small
day care facility. A large portion of the property is either vacant or covered by an existing parking lot.
Adjacent uses are single-family homes to the west and the Pleasanton Canal Trail to the south. Located
across S. Valley Trails Dr. to the north is St. Clare’s Episcopal Church/Preschool and a parking lot shared
with Chabad of the Tri Valley, and directly across Hopyard Rd to the east is the Ken Mercer Sports Park.
Vehicle access to the site will be from two new driveways to be installed along the property’s frontage on
S. Valley Trails Dr, with a looping interior street for primary circulation.
The project site is currently zoned RM-1,500 with a General Plan designation of High Density Residential.
The applicant is seeking approval of the project as generally consistent with the current zoning and
General Plan utilizing applicable portions of California’s State Density Bonus Law as well as the Housing
Accountability Act (as modified by Senate Bill 330 in 2019).
Our proposed CEQA analysis approach to this project is to prepare an environmental checklist evaluation,
similar to an Initial Study, to demonstrate that no additional environmental analysis of the project is
required, as provided for in Section 15183 of the CEQA Guidelines. California Environmental Quality Act
(CEQA) Guidelines Section 15183 allows a streamlined environmental review process for projects that are
consistent with the densities established by existing zoning, community plan or general plan policies for
which an Environmental Impact Report (EIR) was certified. For this project, the analysis would rely on the
previously-certified Pleasanton General Plan EIR (2009).
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
