To: Mr. Diego Mora
Subject: Proposal to prepare CEQA documentation for the Hopyard Road Residential Project
Date: September 13, 2023
DE NOVO P LA NNING GROU P
1020 SUNCAST LANE, SUITE 106, EL DORADO HILLS, CA 95762
britchie @denovoplanning.com | (916) 949 -3231

2
The analysis would focus on the project’s consistency with the City’s General Plan, the analysis contained
in the General Plan Environmental Impact Report (EIR), including any applicable mitigation measures, and
any site-specific environmental impacts or cumulative impacts that may result from project
implementation.
It is our understanding that the project applicant has prepared several supporting technical reports,
including:
• Air Quality
• Health Risk Assessment
• Acoustical Analysis
• Arborist Report
• Geotechnical Investigation
• Phase 1 ESA
• Traffic Analysis memo
• Biological Resources Analysis memo
These reports will be used during the preparation of the Environmental Analysis. There are no stand-
alone technical reports or studies included in this scope of work.
Work Program
The De Novo team will conduct a qualitative peer review of the applicant-prepared technical reports
noted above. The peer review will focus on the approach, methodology, thresholds of significance , and
conclusions in order to ensure that the technical analyses are suitable for use and reference during the
preparation of the Environmental Analysis. The peer review will not include quantified verification of the
analysis results (i.e., we will not “re-do” the math and modeling). This scope of work assumes that any
identified deficiencies in the report would be addressed and revised by the applicant team and the original
report preparers.
The De Novo team will the prepare an Environmental Analysis, using the CEQA Appendix G Initial Study
Environmental Checklist, that includes a discussion and analysis of any peculiar or site-specific
environmental impacts associated with construction and operation of the proposed project. The
Environmental Analysis will identify any applicable City of Pleasanton development standards and policies,
applicable State and regional standards and policies, as well as any applicable mitigation measures or
General Plan policies/actions identified in the General Plan EIR, that would apply to the proposed project
during both the construction and operation al phases. The analysis will explain how the application of
these uniformly applied standards, policies and mitigation measures would ensure that no peculiar or site -
specific environmental impacts would occur.
Upon completion of the administrative draft Environmental Analysis, De Novo will provide the City with
an electronic review copy of the document and collaborate with City staff to determine the appropriate
CEQA determination document for the project, based on the results of the analysis (which is anticipated
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
