1

Proposal
PROJECT UNDERSTANDING
FCS understands that Catalyst Development Partners (applicant) is proposing to demolish an existing
church and surface parking to construct 57, two to three story townhome-style condominiums clustered
into 9 buildings. Each building would contain 6-7 units. The approximately 2.99-acre project site consists
of Assessor’s Parcel Number (APN) 941-907-62 at 3200 Hopyard Road.
Open space would be provided through a combination of private paseos with landscaped walkways and
a large common area parcel with a bocce ball court, picnic tables, barbeque stations, and arbor shading.
Each unit would have a usable balcony on the main living level for private open space. The project would
also have pedestrian access to the Pleasanton Canal Trail and to the adjacent Pleasanton Tennis Park
across the existing foot bridge over the Pleasanton Canal.

Adjacent uses include single-family homes to the west and the Pleasanton Canal and Trail to the south.
To the north across South Valley Trails Drive is St. Clare’s Episcopal Church/Preschool and a parking lot
shared with Chabad of the Tri Valley; directly across Hopyard Road to the east is the Ken Mercer Sports
Park. Vehicle access to the site will be from two new driveways to be installed along the property’s
frontage on South Valley Trails Drive, with a looping interior street for primary circulation.
The project site is designated as High Density Residential by the City of Pleasanton General Plan (General
Plan) and is zoned RM-15. The applicant is seeking approval of the project as generally consistent with
the current zoning and General Plan utilizing applicable portions of California’s State Density Bonus Law
as well as the Housing Accountability Act (as modified by Senate Bill 330 in 2019).

SCOPE OF WORK
Approach
The project is consistent with the development density established by the High Density Residential
designation and associated General Plan policies. FCS has reviewed the General Plan 2005-2025
Environmental Impact Report (State Clearinghouse No. 2005122139), herein referred to as the General
Plan FEIR, as well as the site plan, and it appears that an Initial Study with a Consistency Checklist would
satisfy CEQA Guidelines Section 15183 and provide the appropriate level of CEQA documentation for an
exemption. This conclusion is based on the following factors: (1) the project is consistent with the
development density and the existing General Plan land use designations (last amended by General Plan
Amendment Resolution No. 23-1406 on June 20, 2023); (2) the project consists of residential uses and,
thus, would be compatible with surrounding land uses; (3) and the project would be developed on an
infill site.
Drawing on the General Plan FEIR to streamline environmental review, FCS will prepare an Initial Study
that references the previous analysis and uniformly applied mitigation measures to evaluate if there are
project specific significant impacts that are peculiar to the project or the site.
