2

Proposal
would determine whether the proposed project falls within the buildout parameters evaluated within
the General Plan FEIR and would also determine whether there would be any new or substantially
greater impacts that what was previously disclosed.
FCS will also provide documentation that the proposed project would not require supplemental
environmental review pursuant to Section 15162. This supplemental analysis will be provided in an Initial
Study/Consistency Checklist. Based on preliminary review of available project information, FCS
anticipates that a Consistency Checklist will be the appropriate level of CEQA review. If, in our analysis,
FCS determines that the proposed project does not qualify for the exemption under Section 15183, or
the City requests additional analysis, FCS would provide a revised scope of services to provide the
environmental analysis necessary.
The following tasks are proposed to complete the identified Scope for an Initial Study/Consistency
Checklist.
Task 1: Project Initiation and Kick-off Meeting
FCS will review relevant background material, develop an initial data needs list, and coordinate with the
City to schedule a kick-off meeting (it is anticipated that the kick-off meeting will be completed virtually).
The intent of the kick-off meeting is to clarify and confirm the details of the Scope and schedule, obtain
copies of the project plans and other relevant information, and identify key points of contact. FCS will
review relevant background documents to ensure project understanding. It is typically helpful to have all
relevant team members attend this call (i.e., applicant, civil engineering design team, and general
contractor, if applicable). FCS’s Senior Air Quality Scientist will also attend this meeting to clarify data
needs. FCS will also provide a Request for Information (RFI), which will detail additional information
needed to complete CEQA analyses. A site visit will be conducted as part of the project initiation process
to document existing conditions.
Assumptions
This Scope assumes that the City or applicant team will provide the following information to FCS prior to
or at the kickoff meeting:
• Existing and proposed site plans and building evaluations
• Phase lengths of construction, including any overlapping of phases
• Approximate start/end of construction and approximate start/end of operations
• Types and number of construction equipment anticipated
• On-site and off-site soil movement, in cubic yards (if any)
• Sustainability project design features
The applicant has already provided the following studies/analyses:
• Air Quality Technical Report
• Greenhouse Gas Emission Compliance Checklist
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
