Item #10
CITY COUNCIL AGENDA REPORT

December 19, 2023
Finance

TITLE: APPROVE A CONSULTING SERVICES AGREEMENT WITH CLIFFORD MOSS,
LLC FOR PUBLIC ENGAGEMENT AND COMMUNICATIONS SERVICES
RELATED TO REVENUE MEASURE ELECTION FEASIBILITY IN AN AMOUNT
NOT-TO-EXCEED $284,000 THROUGH SEPTEMBER 30, 2024, AND APPROVE
A BUDGET AMENDMENT IN THE GENERAL FUND

SUMMARY
At its March 21, 2023, Council meeting, the City Council directed staff to begin exploring viable
revenue options to sustain vital City services and maintain community infrastructure, toward
ensuring that resources are available to keep pace with the service needs expected by the
community in future years. Rising costs coupled with reduced hotel tax revenue caused by the
pandemic puts pressure on the General Fund budget, while at the same time many City
infrastructure assets such as fire stations and park systems that were constructed or renovated
during a significant growth period in the 1980s and 1990s are aging and in need of
reinvestment to remain fully operational. Additional financial resources will help to sustain a
high quality of life for all residents now and into the future.

Following the City Council’s direction, staff interviewed several revenue strategy consulting
firms and selected Clifford Moss, LLC (Clifford Moss) to assist with the revenue option study.
The agreement for phase 1 work expires on December 31, 2023, for which the total cost
including a revenue feasibility survey was $97,250. Staff recommends entering into an
agreement with Clifford Moss for phase 2 work on community engagement and public
information.

RECOMMENDATION
• Approve a consulting services agreement with Clifford Moss for public engagement and
communications services related to revenue measure election feasibility (phase 2), in
an amount not to exceed $284,000 through September 30, 2024
• Approve a budget amendment in the General Fund to appropriate $284,000 for
professional services in Fiscal Year 2023/24.

BACKGROUND
Clifford Moss is a highly-regarded public affairs firm with demonstrated success in helping
public agencies, private organizations and individuals build public support for ballot measures,
strategic initiatives and campaigns. Some of the services provided by Clifford Moss include
public engagement/community outreach, revenue feasibility analysis, and public information,
such as:
• Stakeholder/opinion leader engagement/community outreach
Page 151 of 270
