Periodically, salaries are studied and adjusted to meet increasing
minimum wage standards and to ensure wages are appropriate to attract and retain qualified
employees to support the various programs and services provided by the City. A recent
compensation study concluded the City’s temporary salaries are competitive with the market.
However, California’s minimum wage will increase to $16.00 per hour effective January 1,
2024. Staff is recommending wage adjustments to comply with the state-mandated increase in
minimum wage.

RECOMMENDATION
Adopt a resolution approving compensation for temporary/seasonal employees and amending
the temporary, part-time/seasonal classification salary structure.

BACKGROUND
The City employs up to 450 temporary employees throughout the year. Examples of these
positions include Library Pages, Interns, Recreation Leaders, Maintenance Aides, Lifeguards
and Preschool Teachers. These positions are generally part-time, non-benefitted with an
average schedule of eight to 30 hours per week. Periodically, the California minimum wage
increases and staff studies compensation to check the City’s marketability to employ these
temporary workers. The minimum wage increase has prompted the recommendation to the
City Council.

DISCUSSION
The minimum wage in California will increase from $15.50 to $16.00 per hour effective January
1, 2024. Adjusting wages to comply with the minimum wage is mandatory. The starting
salaries for the classifications of Police Cadet, Program Assistant, and Clerical Assistant were
increased from $15.50 to $16.00 per hour. New hires in the Apprentice/Intern classification will
be placed in Step 3, which is above minimum wage.

Compensation for temporary employees is established by the City and reflected in the City’s
publicly posted Temporary, Part-time/Seasonal Classification Salary Structure; a copy of the
current salary structure is provided as Attachment 2. The proposed Temporary, Part-Time
Seasonal Classification Salary Structure, provided as Attachment 1 Exhibit A, will
accommodate the minimum wage adjustments effective January 1, 2024. Existing salaries are
competitive for the City’s temporary classifications and are not being adjusted beyond the
Page 163 of 270
