These inspections
allow City staff to understand what is needed to maintain the pipelines and plan for future
Capital Improvement Program (CIP) projects.

Contracting certain services allows for prioritizing operations and maintenance tasks based on
available staff, project work, regulation requirements, and customer needs. Contracting Closed
Circuit Television (CCTV) and inspection services for planned and emergency work allows
greater flexibility to meet operations, maintenance, and project needs. The as-needed service
agreements would support unscheduled work such as engineering projects, storm events, and
large-scale sanitary sewer overflows.

DISCUSSION
A Request for Bids for CCTV cleaning and inspection services was distributed on August 4,
2021. Three contractors were selected to provide as-needed sewer or stormwater CCTV and
inspection services for planned and emergency work and to assist other City departments on
projects. Due to the storm events in late 2022 and 2023, the City relied heavily on these
contractors to assist with storm cleanup.

These contractors clean and inspect large-diameter pipes, which is currently beyond the
capability of staff. Increasing these contracts will allow the City to remain compliant and
achieve its stated goals in our current Sewer System Master Plan (SSMP). The goal is to clean
the sewer system every five years, which is approximately 268,646 linear feet a year. The goal
for CCTV inspection is every seven years or 191,890 linear feet per year. Additionally, Pipe &
Plant Solutions, Inc. has been helping to assess the City’s sewer infrastructure in preparation
for the updated 2024 Sewer System Management Plan and long-term CIP project projections.

Both Pipe and Plant Solutions, Inc. and Presido Systems, Inc. have performed past projects to
the satisfaction of the City. Staff recommends increasing the as-needed contract for Pipe and
Plant by $700,000 for CCTV services to assist with reaching the 2024 SSMP goal, and
increasing the as-needed contract amount for Presidio Pipeline, Inc. by $250,000 for storm and
sewer cleaning services.

EQUITY AND SUSTAINABILITY
Following the City Procurement Policy, staff conducted a public bidding process on which the
agreements for the described products and services are based.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 8 – Update the Sewer System Master Plan to reflect current and future
operations and identify system improvements and necessary maintenance, in providing more
flexibility for the upcoming wet season and helping to achieve the sewer cleaning goals of the
SSMP.

FISCAL IMPACT
The contracted services are primarily funded within the Internal Service Fund for Repair and
Page 226 of 270
