MEMORANDUM
Date:December 19, 2023
To:Mayor and City Council
From: Gerry Beaudin, City Manager
Norm Dorais, Interim Director of Public Works
Daniel McVey, Interim Utilities Division Manager
Subject:Continued from December 5, 2023, City Council Meeting- Approve the First
Amendments to the as-needed maintenance and trade services agreements by
increasing the total not-to-exceed amounts to $1,200,000 for Pipe & Plant
Solutions Inc. and $750,000 for Presidio Systems, Inc. for Utilities-Sewer/Storm
flushing and Closed-Circuit Television (CCTV) services
The December 5, 2023, City Council meeting agenda included Item #10 for the City Council to
consider approving the first amendments to the as-needed maintenance and trade services
agreements for Pipe & Plant Solutions, Inc. and Presidio Systems, Inc. to provide
supplemental flushing and project-specific Closed-Circuit Television (CCTV) services for the
sewer and storm lines for the City. The agenda report included a staff recommendation to
increase the total not-to-exceed amounts to $1,200,000 for Pipe and Plant Solutions Inc. and
$750,000 for Presidio Systems, Inc. After discussion, the City Council continued the item to its
December 19, 2023, meeting, requesting additional information be provided.
Pipe & Plant Solutions, Inc.
The as-needed maintenance and trade services agreement amendment with Pipe & Plant
Solutions, Inc., to increase the not-to-exceed amount by $700,000 for sewer CCTV service is a
proactive effort by the City to evaluate and maintain the sewer system. With one task in the
development of a Sewer System Management Plan to identify deficiencies with the sewer
system, the City’s on-call agreement with Pipe & Plant was utilized to CCTV additional parts of
the sewer system to aid the overall evaluation. To replace the funds used by Pipe & Plant to
perform this additional CCTV work, the City is looking to add funding to the current on-call
contract with Pipe & Plant as this is the most time- and cost-efficient approach. Therefore, it is
recommended that the on-call service contract with Pipe & Plant be increased with available
funds from the Internal Sewer Service Fund (434) for Repair and Replacement.
