There will be additional routine annual operation and maintenance costs for the upkeep of the
newly installed system. Staff will need to open or close four isolation gate valves at Val Vista
Park, depending on the weather and irrigation needs. If debris and sediment build up in the
newly installed pipeline, flushing operations will be required to clean the pipeline.

Consultant Services
Pakpour Consulting Group, the project’s design consultant, prepared the plans and
specifications, provided construction support services to review shop drawings, responded to
requests for information, and provided periodic inspections and design clarifications.

Under an existing on-call materials testing agreement with the City, Geocon Consultants
provided testing services. These services included required specialty testing of the materials
for the backfill and compaction of the trench backfill associated with the pipeline installation.

Change Orders
During the project's construction, several unforeseen conditions were encountered, requiring
four change orders for a total of $25,010, including a balancing change order. The additional
work under these change orders is described below:

Change Order No. 1 relocated a streetlight conduit to avoid conflict with a manhole installation.
The existing streetlight conduit was 24 inches below the top of the curb and ran through the
center of the proposed manhole. The manhole location could not be adjusted, as it intercepted
an existing storm drain for recycled water. The total cost for this change was $6,711.

Change Order No. 2 relocated an existing 4-inch Schedule 40 PVC potable water line to avoid
conflict with a manhole installation and modified five force main cleanouts, which are part of
pressurized sewer pipes that convey wastewater, on the paved area to allow better access for
the ball valve, a flow control device, operation. The total cost for this change was $11,773.

Change Order No. 3 provided a lump sum credit to the City in the amount of $1,226 for
supplying material testing services during the corrective work to address a sag that occurred
during the installed horizontal directional drilling line at the southern field. The City’s on-call
contractor that performed the material testing for the project was utilized to perform
compaction testing for the restoration of the open trench segments.

Change Order No. 4 was a balancing change order. This change order was issued to revise
the contract amount based on the adjusted quantities measured in the field to complete the
work. The total cost for this change was $7,752.

All the work and project close-out documentation has been completed to the satisfaction of the
Interim Director of Public Works. Staff recommends that the City Council accept the project as
complete.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Citywide Climate Action Plan 2.0 (CAP) - Natural
Systems by avoiding the discharge of recycled water into the creek thereby enhancing the
ecosystem’s health.
