Recent ADA laws (released in late 2023) require more ADA ramps
to be replaced than anticipated, as the new laws now require ADA ramps to be directional with
the crosswalks or the truncated ADA domes to expand across the crosswalks. This requires
replacing all ADA ramps where only one ramp currently services both crosswalks.

The proposed concrete work is carefully coordinated to occur before the Annual Street
Resurfacing Project, which is scheduled for construction in summer 2023. Street resurfacing,
by law, triggers the requirement to address any ADA deficiencies, which this project does in
preparation for the street paving work. See Attachment 1 for the general project locations of
the planned work.

Consultant/Specialty Services
Several sections of curb and gutter, sidewalk, and ADA ramps, are impacted by the roots of
existing trees. After the concrete is removed in these locations, the City’s on-call consultant,
West Coast Arborists, Inc. (WCA), assesses the tree roots to determine whether root pruning
is feasible or if the root pruning necessary is so extensive that it would compromise the tree.
WCA will present its recommendation to City staff and then perform the pruning or removal as
directed by staff. The goal is to keep the trees, with removal as a last resort. Sometimes
removal is unavoidable; for example, if it is determined that the root pruning needed to reinstall
the concrete is too extensive and will compromise the tree’s stability, the tree will be removed.
If a tree must be removed, another may be planted, depending on the location.

During the implementation of the project, and depending on the encountered soil conditions,
one of the City’s on-call geotechnical firms may be utilized for soil/materials testing to ensure
that improvements are constructed on a stable sub-base.

The current ADA guidelines require pedestrian push buttons to be updated to current
standards where ADA ramps or refuge/passageway islands are being replaced. One of the
City’s on-call traffic maintenance providers will perform the pedestrian push button
improvements.

Bids
Sealed bids for this project were opened on January 24, 2024. A total of 10 bids were
received, with CF Contracting, Inc. (CF) of San Francisco, California - the apparent low bidder
- requesting to withdraw its bid due to a clerical error. Staff reviewed CF’s request, which
satisfied the California Public Contract Code 5100 requirements for withdrawing its bid. The
remaining bids range from $720,618 to $1,874,052, compared with the Engineer’s Estimate of
$870,000 (see Attachment 2). The responsible lowest bid was received from Villalobos &
Associates, Inc., of Campbell, California, in the amount of $720,618, approximately 17 percent
lower than the Engineer’s Estimate. The past work performed by Villalobos & Associates, Inc.
was verified to be satisfactory, and staff recommends awarding the construction contract to
Villalobos & Associates, Inc.

Schedule
The work will be completed before the start of the annual resurfacing program, which is
anticipated to start construction in June 2024.

The proposed schedule for the project is:
Approval of Plans and Specifications/Award of Contract February 20, 2024
Page 181 of 228
