General Fund Revenues

General Fund Expenditures
As presented in Table 3 below, General Fund expenditures are projected to increase slightly
by $9,000. The most significant adjustments are increases to utility budget categories,
including electricity, water, and recycled water based on increased usage, as well as rate
increases.

Table 3. General Fund Expenditures

Personnel Expenses – There is no net adjustment in this category. The City Council approved
adjustments based on new labor agreements for Battalion Chiefs and Police Officers’
Association, as well as recommended adjustments based on the compensation study and
performance reviews for the Management and Confidential employee group, are fully offset
with the use of budgeted contingency and are reflected in the revised budget.

The Mid-Year budget does not include any new permanent positions.

Non-personnel Expenses– Non-personnel expenses identified in Table 3 above (all expense
categories other than personnel) are projected to increase by a net total of $9,000 as
described in more detail below.
• Transportation and Training – net increase of $15,000 is based on increased
maintenance costs due to aging vehicles.
• Repairs and Maintenance – net increase of $125,000 to fund additional costs
associated with contracts for general repairs and maintenance.
• Materials and Supplies – net decrease of $158,000 is due to a series of adjustments.
As highlighted earlier, adjustments to utility costs are the largest non-personnel budget
category due to rate increases as well as more up-to-date projections based on year-to-
date actual usage information.
