Adjustments will also be necessary in the FY 2024/25 Adopted
Budget, and staff will present recommendations as part of the upcoming Mid-Term
budget adjustment process.

Non-utility budget adjustments include: 1) $760,000 decrease in professional services
budget in the Community Development Department due to reduced plan check demand as
new construction activities have slowed down in recent months; 2) $92,000 increase in
professional services budget for the City Manager’s Office for aviation consultant costs for
noise issues tied to the Livermore Airport and strategic plan dashboard implementation
costs; 3) $34,000 increase in contract services budget in the Information Technology
Department to fund additional costs for licensing and support and maintenance contracts;
4) $30,000 decrease in the Library and Recreation Department budget, consisting of
adjustments to various service contracts based on more up-to-date assessment of their
services and programs; 5) $113,000 increase to the Police Department budget, consisting
of adding $152,000 for criminal investigation expenses, $40,000 for additional safety
equipment replacement costs and increased county service expenses, and offset by a
$79,000 reduction to crossing guard contract, temporary agency, and animal shelter budget
items; and 6) $120,000 decrease mostly to contract services budget in the Public Works
Department. The use of budgeted contingency, $234,000, is recommended to partially
offset utility cost increases.
• Capital Outlay and Debt Services – Net increase of $27,000 is for new tables and
chairs at various recreation facilities and a new oven at the Veterans Memorial Building.

General Fund Reserves and Fund Balance – Projected total General Fund reserves at the
end of FY 2023/24 are $50.3 million, with the unrestricted General Fund reserve at $29.6
million. The City’s current reserve policy requires a minimum reserve between 16.7 and 25.0
percent of operating expenses, with a target of 20.0 percent. The unrestricted General Fund
reserve of $29.6 million equals 20.0 percent of the General Fund operating expenses.

Table 4.
