structure for the least disruption to existing commissioners. Conversely, this recommendation
offers limited efficiency enhancements, does not expand opportunities for youth, and does not
foster a broader perspective as each commission retains its narrow scope.

Annual Workplan Recommendation
To ensure that commissions and committees are working in concert with the City Council
toward identified community goals, each commission and committee will submit a work plan to
the City Council. In coordination with the staff liaison, these workplans should advance the
ONE Pleasanton strategic plan goals and strategies and would be developed concurrently with
the City’s 2-year budget process and then be submitted to the City Council. Given how
implementation of the workplan progresses, it may be updated concurrent with the mid-term
budget process. This annual workplan process will be memorialized in the Commissioners
Handbook in its next revision.

EQUITY AND SUSTAINABILITY
Reorganization of the current commission and committee structure allows for an appropriate
number of members and meeting frequency that is intended to foster streamlined opportunities
for community input and engagement; and efficiency and impact for the commission and
committee members as well as supporting staff members. An optimal structure will retain
existing members while also attracting new members to commissions and committees.

OUTREACH
Members of all City commissions and committees were notified of the City Council's February
7, 2023, review of the proposed reorganization, and its subsequent October 17, 2023,
discussion of recommendations for restructuring. Accordingly, all current commission and
committee members have been notified of this report to the City Council.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Optimizing Our
Organization, Strategy 4 - Evaluate the organization’s structure of community engagement
opportunities (such as commissions and committees, and citizens’ academy) to improve
information sharing, optimize staff efficiency, and provide greater service to the community.
The recommendations are intended to create a standard structure for commission
membership, while ensuring that each commission has a sufficient workload that is meaningful
toward advising the City Council. Through these recommendations, impact on the community
would be enhanced, as each member would have a broader knowledge and deeper
connection with public services to share with their community networks.

FISCAL IMPACT
There is no financial impact associated with this item.

Prepared by: Submitted by: Approved by:

Heidi Murphy, Director of
Library and Recreation
Heidi Murphy, Director of Library and
Recreation
Gerry Beaudin, City
Manager
