The scenarios are listed in Table 3 below and are as follows:
Scenario 1 is the current budget programmed in the CIP, Scenario 2 is the cost to maintain a constant PCI
of 77, Scenario 3 is to increase the PCI 5 points to 82, Scenario 4 is the cost to improve the network to the
ideal PCI of 87, Scenario 5 is to maintain a constant backlog of $32 million, and Scenario 6 is if no funding
would take place. The results indicate that at current funding levels the PCI is expected to drop an
additional 2 points and increase the backlog to $46 million after five years. Of note, the table does not
include the costs for concrete improvements, which are a necessary part of the street maintenance
program.

Table 3: Scenarios
(Table ES-2 in Attachment 1, page 6)

The City’s street network PCI has been slowly declining over the last 10 years (as shown in Table 4 below)
but was sustaining the backlog of work at the expended funding levels. The costs in the PMP report
identified a significant increase of $2 million required, for a total of $6 million, for the Annual Street
Resurfacing and Annual Slurry Seal to maintain the current PCI. In addition, the annual costs for necessary
concrete improvements are dramatically increasing.
