To keep the PCI at optimal levels, the City must spend approximately
$74.5 million by the end of 2028. The pavement management software is more cost-effective to repair
the street in the first year rather than waiting to fix it in the subsequent years. Generally speaking,
roads appear to be in good condition for a long time; however, when roads fail, they fail quickly, and
repair costs can increase if the recommended maintenance treatments are deferred. Should the City
not invest in maintenance or rehabilitation treatments on streets for the next five years, the overall
network PCI will decrease to 70.

Table 4. 5-Year Needs Breakdown for Optimal PCI13
City Needs
Year PM Rehab Cost Total PCI
Treated
PCI
Untreated
2024 $6,914,840 $24,794,225 $31,709,065 86 77
2025 $2,766,890 $9,920,202 $12,687,092 86 76
2026 $795,536 $7,568,442 $8,363,978 86 74
2027 $2,257,720 $7,228,645 $9,486,365 86 72
2028 $2,663,845 $9,609,373 $12,273,218 87 70
$15,398,831 $59,120,887 $74,519,718

13 The results of the budget needs analysis use a 3% interest and inflation factor.
