This
asset comprises approximately 46.2 million square feet of pavement and is worth roughly $306 million
to replace. After updating the City’s pavement management system with inspections and recent
maintenance and rehabilitation treatments, the City’s overall network condition is 77 PCI.
Approximately 71.5% of the City’s road network has a PCI of 70 or better. The City’s current backlog is
about $31.7 million.

The first option the City should consider is implementing the “Unconstrained Funding Scenario.” This
scenario requires an average budget of $14.9 million annually or $74.5 million for five years. The effects
of this budget increase the network PCI to 87 (Figure 20), while the backlog decreases to $1.1 million
(Figure 21) at the end of five years. 98.5% of City streets will have a PCI of 70 and above (Table 18).

The second option is implementing the “Plus 5 PCI Increase Scenario.” Results show that the network
increased to 82 in five years (Figure 20). This budget would cost $10.5 million annually or $52.7 million
over five years. The backlog decreases to $20.4 million (Figure 21). This action will result in 88.9% of
city streets having a PCI of 70 and above (Table 18).

The third option is implementing the “Constant Deferred Maintenance Scenario.” Results from this
scenario show that the overall network PCI increases to 78 (Figure 20) while the backlog remains
constant at $31.7 million (Figure 21). This scenario would cost $7.2 million annually or $35.8 million
for five years. Approximately 77.8% of the City’s pavement will have a 70 or better (Table 18).

The fourth option is using the “Constant PCI Scenario.” This scenario averages $6.9 million annually or
$34.7 million over five years. Results show that the network remains constant at 77 PCI (Figure 20).
The backlog for this scenario increases to $36.1 million (Figure 21). 75.2% of City streets will have a
PCI of 70 or better (Table 18).
