Page 1 of 4 Item #5 CITY COUNCIL AGENDA REPORT March 19, 2024 Library and Recreation TITLE: APPROVE CITY AND PUSD AGREEMENTS FOR AMADOR VALLEY HIGH SCHOOL TENNIS COURTS, AMARAL PARK, PLEASANTON UPPER BERNAL FIELD PARK, AND FAIRLANDS ELEMENTARY SCHOOL FENCING; AND TERMINATE AGREEMENTS FOR TENNIS COURTS COMMUNITY RECREATION AND SYNTHETIC FIELDS USE SUMMARY There are currently six agreements related to joint-use facilities and eight agreements related to shared use of fields and tennis courts between the City and the Pleasanton Unified School District (PUSD). Staff from both agencies have reviewed these agreements to identify what is and is not working well, whether any agreements should be terminated, and whether the agreements are missing any pertinent terms, resulting in joint City and PUSD staff recommendations. Throughout the review process, staff shared updates on this project with the City/PUSD Liaison Committee. RECOMMENDATION Approve City and PSUD agreements for Amador Valley High School Tennis Courts, Amaral Park, Pleasanton Upper Bernal Field Park, and Fairlands Elementary School Fencing; and terminate agreements for Tennis Courts Community Recreation and Synthetic Fields Use BACKGROUND The City/PUSD Liaison Committee requested information regarding current joint-use agreements between the City and PUSD. Staff from both agencies collected all known agreements and reviewed those documents to identify and discuss what is and is not working well, whether any agreements should be terminated, and whether agreements are missing any pertinent terms. Staff reviewed a total of 14 agreements, eight of which are addressed in this report. These agreements relate to joint use of fields and tennis courts and include: Walnut Grove Elementary and Harvest Park Middle Schools Fencing, Mohr Elementary School Fencing, Amador Valley High School Tennis Courts, Amaral Park, Pleasanton Upper Bernal Fields Park, Fairlands Park/Fairlands Elementary School Fencing, Synthetic Fields Use, and Tennis Courts Community Recreation. The additional six agreements related to joint-use facilities will be presented for review by the City Council at a later date. Those agreements include: Agreement to Convey Amador Theater to the City, Hart Gym Agreement, Harvest Park Gym Agreement, Pleasanton Middle School Gym Agreement, Gym Finance Agreement, and the Gym Maintenance Agreement. The Amador Theater agreement will be considered as part of a discussion regarding the transfer of the facility from the City to PUSD. The five agreements related to the use of the middle school gyms will be presented as a new joint use agreement at a future City Council meeting. Page 42 of 228
