PUD-18-07M, 3450 Mohr Ave. Planning Commission
6 of 7
Site Design
The proposed addition maintains the site design of the original residence, with the front
door facing east towards the loop driveway shared with 3380 Mohr Avenue. The home
will remain well set back from Mohr Avenue, with the addition to the south. The mass
and scale of the residence when viewed from Mohr Avenue will not substantially
change. The proposed siting allows for a large rear setback and generous side
setbacks, which are all consistent with the Busch lot standards (as seen in Table 1).
The site design will limit grading and tree removal.

Building Design
The proposed addition maintains the architectural style of the existing residence by
utilizing the same roof pitches and adding vertical board-and-batten siding details
beneath the gables. The second-story addition will modestly increase the overall
maximum height of the residence from approximately 24 feet 8 inches to approximately
25 feet 7 inches, maintaining the scale of the home.

The board-and-batten siding will enhance the original “farmhouse” aesthetic of the
existing residence. The stucco on the addition will match the existing white stucco. The
scale and massing of the addition is compatible with the existing residence. The project
plans can be reviewed in Exhibit B.

Geotechnical Review
While this is not a geologically sensitive area, a Geotechnical Report was provided by
GFK & Associates, Inc. dated “January 15, 2024” that analyzes the property. The report
finds that the site’s soils and other geotechnical conditions are suitable for the proposed
residence and would not be a constraint to development.

PROJECT SITE ALTERNATIVES
The subject parcel is a legally created lot zoned for residential uses. The proposed
subdivision and development meets the intent of the underlying zoning designation.
Alternatives include:

1. A single residence with additions; or
2. No project, under which the site would not be developed in the near term.

The proposed project represents a reasonable development scenario for the site and as
such, staff does not recommend any of the alternatives.

PLANNED UNIT DEVELOPMENT CONSIDERATIONS
The PMC Section 18.68.110 sets forth the purposes of the PUD District and
considerations to be addressed in reviewing a PUD development plan. These purposes
and considerations are set forth in the draft Resolution included as Exhibit A and include
whether the plan is in conformance with the City General Plan, in the best interest of
public health, safety, and general welfare, and whether the plan would be compatible
with developed properties in the vicinity. As described in Exhibit A and based on the
information and analysis provided in this Agenda Report, staff recommends the
Commission make the required findings to recommend approval of the project.
