At the City
Council's direction, and based on the positive outcomes achieved through this formalized
partnership, staff recommends the City Council approve the first amendment to the MOU to
extend the term for one additional year, for a total term of four years. The estimated annual
cost of the SRO program, when fully staffed with two full-time equivalent (FTE) officers, and
accounting for supervision, is estimated at approximately $750,000.

RECOMMENDATION
Approve the First Amendment to the Memorandum of Understanding with the Pleasanton
Unified School District for a Term of One Year, through June 30, 2025, for the School
Resource Officer program

BACKGROUND
In mid-2020, the City Council hosted several special meetings to listen to and engage with the
community around policing in Pleasanton. The result of these discussions was to draft a
Memorandum of Understanding (MOU) between the City and Pleasanton Unified School
District for the use of SROs. The MOU was formally adopted in November 2021 with a three-
year term. The current MOU term expires on June 30, 2024. Under the current agreement, the
City pays 100 percent of the cost of providing the SRO program in schools.

At a City Council meeting on March 19, 2024, staff shared a presentation about the City's
financial forecasting model, projected fiscal deficit and proposed revenue options to enhance
financial sustainability. As part of that discussion, staff shared a recommendation regarding
proposed reductions to discretionary funding, including exploring a cost-sharing model with the
Pleasanton Unified School District (District) for services including, among other items, SROs
and crossing guards. At that meeting, the City Council directed staff to extend those
agreements for one additional year while staff negotiated cost-sharing with the District.

DISCUSSION
Over the initial three-year term of the MOU, the Police Department has provided program
updates at various public meetings to share how the terms of the MOU have been
Page 114 of 248
