Overall, there has been a
successful outcome as custodial arrests of juveniles and mental health involuntary
commitments have decreased. Additional improvements have been noted by shifting away
from a uniformed SRO responding to students experiencing mental health crises as that role is
being served by the City's Alternate Response Unit (ARU), and the removal of police officers
from school discipline issues, which are now being handled by the District.

The primary goals of the SRO program have been met over the three-year term of the MOU.
These goals include:
1. To provide support and partnership between the City and the District to promote a safe
atmosphere for students and staff.
2. To develop greater understanding and bridge support and build relationships between
the police and students.
3. To balance enforcement needs and create support and confidence.
4. To reduce the number of mental health detentions under 5150 or 5585 of the Welfare
and Institutions Code.

Several surveys were distributed by the District to measure the support for the program and
identify potential areas of improvement. Overwhelming support for the program was reported
by the survey and no recommendations for any changes were made.

The City currently pays all costs associated with the SRO program, which, when fully staffed,
includes two (2) FTE officers and 0.5 FTE sergeant (supervisory) at a total estimated annual
cost of approximately $750,000. Due to staffing limitations, the program is currently only
staffed with one (1) FTE officer.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community. The SRO program contributes to the safety of the
community’s youth, aligning with the City’s commitment to providing essential services to all
residents.

OUTREACH
Several surveys were distributed by the Pleasanton Unified School District to parents,
faculty/staff, and students for feedback on the SRO program. The details of the survey results
were provided at the February 13, 2024, City/District Liaison Committee meeting. There was
support for continuing the program and extending the MOU with no recommended changes,
and with direction to explore cost-sharing with the District.

STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton strategic goal of Safeguarding Our City, and
prioritizing community safety.

FISCAL IMPACT
The cost to the City for providing 2 FTE police officers to the school district with 0.5 FTE
sergeant for supervision is included in the FY 2024/25 General Fund budget.
