The Alternate Response Unit program has been successful since its inception
such that staff is recommending an extension of the agreement with Bonita House, Inc., to
provide clinician services to the City.

RECOMMENDATION
Approve the third amendment to the Professional Services Agreement with Bonita House Inc.
to increase the amount by $347,972 and extend the term for one year, through June 30, 2025,
to continue to provide clinician services for the Alternate Response Unit for a total not-to-
exceed amount of $1,123,916 over the three-year term, and authorize the City Manager to
execute the third amendment.

BACKGROUND
In mid-2020, the City Council hosted a series of listening sessions and special City Council
meetings focused on policing in Pleasanton. Through these meetings, the City Council directed
staff to present a proposal for an Alternate Mental Health Response Program. At its meeting
on November 16, 2021, the City Council meeting approved a recommendation to create the
Alternate Response Unit program. This program pairs a non-uniformed officer with a mental
health clinician to respond to calls for service involving individuals suffering from a mental
health crisis as well as the unhoused population in Pleasanton.

A Request for Proposals (RFP) process was conducted through which Bonita House, Inc. was
selected to provide clinician services to partner with the Police Department in implementing the
Alternate Response Unit (ARU).

DISCUSSION
The initial term of the professional services agreement with BHI was for two-years from July 1,
2022 through June 30, 2024. Staff is recommending a first amendment to this professional
services agreement to increase the agreement by $347,972 and to extend the term by one
year. The total not-to-exceed compensation and reimbursement for costs shall not exceed
$1,123,916 during the three-year term.
