This amendment will continue the City's positive partnership with Bonita House, Inc. (BHI). The
scope of work outlined in the agreement would remain unchanged. Throughout the length of
the existing agreement, BHI has complied and followed through with all requirements and has
been an excellent partner with the City. BHI has also provided data to support the ARU and its
work in Pleasanton as well as ensuring that program goals are met. Notably, in 2023 the ARU
reached full staffing as it continued to respond to calls within the schools and the community.
As more people become aware of this resource, the ARU increased its follow-up efforts by
bringing services to those in need. The number of mental health commitments (5150/5585
Welfare and Institutions Code) for the city was reduced to 116 in 2023 - 94 adults and 22
juveniles; this reduction is due in part to connecting the most appropriate resources as the
situation requires. In 2023, the ARU diverted 362 calls from patrol officers, co-responded with
a patrol on 236 calls, and made 241 proactive contacts.

BHI also assisted in the Point in Time count in January 2024. Continuation of this agreement
means the ARU will continue to provide the same level of service over the coming Fiscal Year
2024/25. Additionally, staff has participated in the “Crisis Academy” hosted by BHI, which
includes curriculum on dealing with those in a mental health crisis from a medical standpoint.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community. The Alternate Response Unit program enhances
the City's ability to provide wrap-around services for the unhoused population as well as those
suffering from a mental health crisis, aligning with the City’s commitment to providing essential
services to all residents.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton strategic goal of Safeguarding Our City and
prioritizing community safety.

FISCAL IMPACT
Funds for this agreement are in the General Fund budget in FY2024/25. Funding for this
program beyond FY 2024/25 will be subject to future consideration by the City Council. The
total compensation and reimbursement for costs shall not exceed $1,123,916 during the three-
year agreement.

Prepared by: Submitted by: Approved by:

Kurt Schlehuber, Police
Captain
Gina Anderson, Interim Police Chief

Gerry Beaudin, City
Manager

Attachments:
1.
