Staff initiated a discussion about increasing the assessments in 2022 through a Proposition
218-compliant vote; however, the property owners at the neighborhood outreach meeting
expressed strong opposition to increasing the assessment, such that staff paused the effort at
that time.

Capital improvements, maintenance, electricity, and water costs are projected to continue to
increase. Weed management consumes more than 40 percent of the LMD budget. The annual
assessments will need to be increased to return the district to a similar level of maintenance as
was intended when the Bonde Ranch LMD was approved and will require a Proposition 218
vote in the future.

Landscape Maintenance District 1994-1, Oak Tree Farm
The Oak Tree Farm subdivision (District 1994-1) has 42 parcels, and the district has been in
place for 30 years. Maintenance in this district includes the care of open space areas, entry
features, decorative lighting, firebreaks, trees, shrubbery, groundcover and irrigation systems.

The assessments for the upcoming year for District 1994-1 will remain at $473.66 per
privately-owned parcel and $465.75 for the one City-owned parcel. With a total of 42 parcels in
the district (including one City-owned sewer lift station parcel), this year's total assessment will
be $19,885.81. This amount is not enough to fund the maintenance of the district areas to the
same level of maintenance as in past years. This amount will fund the reduced maintenance of
the district, county assessment fees, City administration fees, and minor district improvements,
but is not enough to cover any required capital replacement costs or emergency repair
services.

This district's fund balance for capital repair and replacement is $72,000. This amount is not
enough for several improvements for which replacement must be considered in the near term,
including extensive irrigation system replacement and plant replacement, decorative fence
repairs, tree pruning, lighting replacement, and repair or replacement of other features.

Capital improvements, maintenance, and electricity costs are projected to continue to increase.
The annual assessments will need to be increased to return the district to a similar level of
maintenance and address the necessary wildland weed management as was intended when
the Oak Tree Farm LMD was approved, and will require a Proposition 218 vote in the future.

Landscape Maintenance District 1995-1, Moller Ranch
The Moller Ranch subdivision (District 1995-1) has 101 parcels, and the district has been in
place for 29 years. Maintenance in this district includes the care of open space areas, entry
features, lighting, firebreaks, trees, shrubbery, groundcover and irrigation systems.

The assessments for the coming year for District 1995-1 (Moller Ranch) will remain at $570.06
per privately-owned parcel and $1,121.06 ($560.53 per parcel) for two City-owned parcels.
With a total of 101 parcels in the district (including the City-owned Moller Ranch water tank
parcel and a staging area for the Pleasanton Ridge), this year's total assessment will be
$57,557. This amount will be sufficient to fund the reduced maintenance level of the district,
including water and electrical costs, county assessment fees, City administration fees, and
operating and maintenance costs, but is not enough to increase the capital repair or
replacement reserve.
