Page 1 of 3 <br />Item #13 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />June 18, 2024 <br />Public Works - Engineering Division <br /> <br />TITLE: ADOPT A RESOLUTION TO INCORPORATE ENGINEERING <br />RECOMMENDATIONS FOR THE LIST OF RESURFACING STREETS INTO THE <br />STREETS CAPITAL IMPROVEMENT PROGRAM, ANNUAL RESURFACING AND <br />RECONSTRUCTION OF VARIOUS STREETS PROJECT, CIP NO. 25503 FOR <br />FISCAL YEAR 2024/25 FUNDED BY SENATE BILL 1, THE ROAD REPAIR AND <br />ACCOUNTABILITY ACT OF 2017 <br /> <br />SUMMARY <br />Senate Bill 1 (SB-1), the Road Repair and Accountability Act of 2017, was passed by the <br />California Legislature and signed into law by the Governor in April 2017 to address significant <br />multi-modal transportation funding shortfalls statewide. SB-1, in turn, created the Road <br />Maintenance and Rehabilitation Account (RMRA). To receive funding from SB-1, the City must <br />annually adopt a resolution that includes a list of projects to be funded by the RMRA. The list <br />includes a description and the location of each proposed project, and notes a proposed <br />schedule for the project’s completion, and the estimated useful life of the improvements. <br /> <br />RECOMMENDATION <br />Adopt a resolution to incorporate engineering recommendations for the list of resurfacing <br />streets into the Streets Capital Improvement Program, Annual Resurfacing and Reconstruction <br />of Various Streets Project, CIP No. 25503 for Fiscal Year 2024/25 funded by Senate Bill 1, the <br />Road Repair and Accountability Act of 2017. <br /> <br />BACKGROUND <br />SB-1 was passed by the California Legislature and signed into law by the Governor in April <br />2017 to address significant multi-modal transportation funding shortfalls statewide. Funds are <br />distributed throughout California through the RMRA. To receive funds from the RMRA, the City <br />must pass a resolution each year that includes a list of all projects proposed to be funded by <br />the RMRA. The list includes a description and the location of each proposed project, and notes <br />a proposed schedule for the project’s completion, and an estimate of the useful life of the <br />improvements. <br /> <br />DISCUSSION <br />The City programmed SB-1 funding into the FY 2024/25 streets CIP under the Annual <br />Resurfacing and Reconstruction of Various Streets Project, CIP No. 25503. The project will <br />resurface approximately 533,000 square feet of pavement throughout the city during summer <br />2025.
