As part of the recommended City and Zone 7
agreement, the City Council delegates authority for Zone 7 to enter into agreements for
these services only after approval by the Project Steering Committee, which includes
Zone 7’s Water Resources Manager and General Manager, and the City’s Director of
Public Works and City Manager.
• Cost Sharing: Zone 7 and the City will contribute their own staff time and resources for
self-performed tasks and activities. The contractor and consultant services cost will be
equally shared (50 percent/50 percent cost sharing) with a not-to-exceed limit of $2
million dollars ($2,000,000). Any consultant or contractor agreements, change orders, or
amendments that exceed the not-to-exceed limit of the agreement will require approval
by both governing bodies.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Citywide Climate Action Plan 2.0 (CAP) - Water
Resources - Reduce GHG emissions from water usage (including conveyance) and prepare
community water resources for a changing climate which will result in cost savings, enhance
water quality and availability, improve infrastructure, and increase resiliency.

OUTREACH
Phase I of the project will include community engagement efforts led by the City, including
notifications of exploratory drilling activities and outreach to understand and mitigate potential
impacts.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic goal of Investing in
Our Environment, Strategy 3 – Identify funding and implement the recommendations from the
Water Supply Alternative Study to resolve PFAS water quality issues.

FISCAL IMPACT
This project is funded by the City Groundwater Supply Project (CIP 24174). The total
programmed amount in the four-year Capital Improvement Program for CIP 24174 for
feasibility review (Phase I) and final design (first part of Phase II) is $4,000,000. Anticipated
City expenditures for feasibility review include $1,000,000 for activities included with the Zone
7 agreement and an allowance of $500,000 for potential City activities outside the Zone 7
agreement. Expenditures for final design activities will occur after the completion of the
Page 170 of 248
