The scope of work supplied to Universal Site Services, Inc. is
detailed in Exhibit A of the Agreement for Maintenance Services.

DISCUSSION
The proposed agreement would provide routine trash collection services at City properties for
the duration of three years. The contractor bid a base fee for the complete annual service
based on a schedule provided by the City. In addition, the contractor provided a “per
receptacle” service fee for any extra requested service that might occur during the contract
period.

Park usage, and therefore garbage generated, has increased substantially since the onset of
the COVID-19 pandemic as people recreated more outdoors. The service level in this contract
is designed to accommodate current park and trail use levels. The City requires special events
programs to provide and pay for any additional trash collection needs created by their program
that exceed the capacity of the existing service. In addition, groups operating food concessions
in parks are responsible for additional dumping service for receptacles within 100 feet of the
concession as needed.

Contracting out this routine maintenance work allows Parks Division staff to concentrate on
higher-skilled maintenance activities such as irrigation system inspections and repairs,
pruning, field renovations, and planting. The proposed agreement is for three years, from July
1, 2024, to June 30, 2027. If the City is satisfied with the contractor’s performance during this
period, an option is provided in the agreement for two additional one-year extensions. The
proposed agreement with Universal Site Services, Inc. is for a not-to-exceed amount of
$527,048, inclusive of a 15 percent contingency per year for unforeseen circumstances and
related extra services as determined to be necessary by the City. The City may terminate the
Agreement at any time by mailing a notice to the Contractor per Section 9.a. of the Agreement
if reduced service levels are needed in the future.

EQUITY AND SUSTAINABILITY
Not applicable, as this item is a routine matter of City business.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing
in Our Environment, Strategy 7 – Continue to invest in parks, bicycle, and pedestrian
Page 186 of 248
