Secondary priorities are related to
maintaining storm drains, streets and roads, and parks, as well as pedestrian safety and
preserving open space.
• In general, respondents want to maintain the City’s outstanding quality of life and feel
confident that any additional revenue is spent locally and subject to expenditure reports
and audits.

Proposed Ballot Question
The draft measure, as preliminarily constructed, addresses areas identified by voters as top
priorities. As highlighted in the community survey results that were presented to the City
Council on June 4, 2024, 911 emergency response services and public safety services are the
most highly-ranked priorities. If approved, the revenue measure to be submitted to the voters
would establish a ½ cent, or 0.50%, local rate on retail transactions and sales. The revenue
would be collected at point of sale and subsequently remitted to the City by the California
Department of Tax and Fee Administration. The measure would be approved if it receives
affirmative votes by a majority of eligible City voters (i.e., 50% + 1 vote). The measure would
sunset in 10 years. It requires four votes from the City Council to place the sales tax measure
on the November ballot.

If the City Council determines to place the measure on the November 2024 municipal election,
staff recommends the City Council consider authorizing the following language for the ballot
question, which is generally the language that was tested in the voter polling. The language
meets the specific legal and technical requirements of the Elections Code for placement of a
Transactions and Use Tax measure before the voters. The draft ballot measure language
reads as follows:

“To maintain city services and prevent cuts, such as police and fire protection; 911 emergency
response; disaster preparedness; pedestrian safety; park maintenance; pothole repair and
street maintenance; recreation programs; open space preservation; and other general
government uses; shall the City of Pleasanton’s measure to establish a one-half-cent sales
tax, providing approximately $10,000,000 annually for 10 years, keeping all funds local, with
annual audits and public spending disclosure, be adopted?”

Draft Resolution Establishing Election Date to Consider Sales Tax Measure
Attachment 2 is the draft resolution to be considered for establishing the election date and
other related matters for considering the Transactions and Use Tax.

Draft Ordinance Imposing Transactions and Use Tax
Attachment 3 (Exhibit A to Attachment 2) is the draft ordinance to be adopted for imposing a
Transactions and Use Tax.

Next Steps
Staff will receive input from the City Council on the information presented at this meeting. Then
at the July 16, 2024 City Council meeting, staff will present the final ballot language, resolution,
and ordinance for the City Council's final consideration and action.

EQUITY AND SUSTAINABILITY
Generating sufficient revenue and ensuring the City's fiscal sustainability allows the City to
Page 235 of 248
