Item #9
CITY COUNCIL AGENDA REPORT

June 18, 2024
Police

TITLE: APPROVE THE THIRD AMENDMENT TO THE EXISTING PROFESSIONAL
SERVICES AGREEMENT WITH ALL CITY MANAGEMENT SERVICES FOR
SCHOOL CROSSING GUARD SERVICES FOR THE 2024/2025 SCHOOL YEAR
BY INCREASING THE TOTAL AMOUNT BY $663,327 AND EXTENDING THE
TERM THROUGH FISCAL YEAR 2024/25 FOR A TOTAL AMOUNT OF
$2,951,781

SUMMARY
At the City Council's direction, staff is presenting a one-year extension to the current
professional services agreement with All City Management Services for crossing guard
services. The current agreement, which has been in place since July 2019, expires on July 31,
2024. During the one-year extension period, staff will explore potential cost-sharing scenarios
with the Pleasanton Unified School District (District). The cost for the one-year extension for
Fiscal Year 2024/25 is $663,327, for a total contract amount of $2,951,781 over six years.

RECOMMENDATION
Approve the third amendment to the professional services agreement with All City
Management Services for school crossing guard services for the 2024/2025 school year by
extending the term through Fiscal Year 2024/25 and increasing the total amount of the contract
by $663,327 for a total amount of $2,951,781.

BACKGROUND
All City Management Services has been responsible for providing crossing guard services
since 1995, including hiring, training, deployment, supervision, and management of guards, as
well as equipment maintenance and site monitoring. Currently, there are a total of 22 school
crossing guard locations, all of which are staffed by employees of All City Management
Services.

The City and All City Management Services established the current Professional Services
Agreement for crossing guard services on July 1, 2019, with two subsequent contract
amendments in 2022. The agreement expires on July 31, 2024. Under this and prior
agreements, the City pays 100 percent of the cost of providing this community service.

At a City Council meeting on March 19, 2024, staff shared a presentation about the City's
financial forecasting model, projected fiscal deficit and proposed revenue options to enhance
financial sustainability. As part of that discussion, staff shared a recommendation regarding
proposed reductions to discretionary funding, including exploring a cost-sharing model with the
Pleasanton Unified School District (District) for services including crossing guards and school
resource officers (SROs). At that meeting, the City Council directed staff to extend the crossing
guard contract for one additional year while staff negotiated potential cost-sharing for this
service with the District.
