DISCUSSION
The City currently pays 100 percent of the cost of providing crossing guard services, and the
cost of providing this service has increased significantly. The total annual cost of the contract
for FY 2019/20, the first year of the current contract, was approximately $458,000 per year,
including hourly costs and contingency. The total cost for FY 2023/24 was approximately
$565,000 including hourly costs and contingency.

The recent increase in the minimum wage for fast food employees under State Assembly Bill
AB1228 to $20.00 per hour directly affects the availability of workers for crossing guard duties.
To remain competitive and retain existing employees, All City Management Services has
increased its hourly billing rate to $33.38, resulting in an estimated annual cost of $663,327 for
the projected hours, including contingency, from July 1, 2024, to July 31, 2025. This represents
a 45 percent increase from the original contract year 2019, and a 17 percent increase from last
fiscal year.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton strategic goal of Safeguarding Our City and
prioritizing community safety.

FISCAL IMPACT
The funds for this agreement were included in the General Fund budget in FY 2024/25. The
total compensation and reimbursement for costs will not exceed $2,903,425 during the six-year
agreement; this includes an 8 percent contingency for FY 2024/25 to allow the City to amend
sites and hours if desired.

Prepared by: Submitted by: Approved by:

Kurt Schlehuber, Police
Captain
Gina Anderson, Interim Police Chief

Gerry Beaudin, City
Manager

Attachments:
1.
