Two of
these features (one intermittent drainage and one ephemeral drainage) were determined to fall
under the Corps’ jurisdiction and total 0.03 acre (ac) and 315 linear feet (lnft). The remaining
seven ephemeral features were all determined to be non-Corps jurisdictional features and total
0.16 ac and 2,013 lnft. However, these features would still fall under the jurisdiction of the State
of California and the RWQCB.
6.3 Plant Survey Results
6.3.1 Floristic Inventory and Habitat Characterization
The Property supports five habitat types consisting of developed, ephemeral drainage,
intermittent drainage, non-native annual grassland, and oak woodland. In classifying the habitat
types on the Property, generalized plant community classification schemes were used (Sawyer,
Keeler-Wolf, and Evens 2009). The final classification and characterization of the habitat type of
the Property was based on field observations. Special-status plant species occurrences that are
located within 5 miles of the Property are shown in Attachment 1, Figure 6.
The habitat type and a description of the plant species present within the habitat type are
provided below. The habitats found on the Property are mapped on Attachment 1, Figure 10.
Dominant plant species are also noted. A complete list of plant species observed on the Property
can be found within Attachment 2, Table 1.
Developed
Developed habitat within the Property is located in the western portion. The developed areas
include Foothill Road, two residential homes and their surrounding landscaped area, two other
outbuildings, and the gravel driveways and roads leading to the various structures. Besides the
lawn and ornamental plantings around one of the homes, most of these developed areas were
unvegetated.
Ephemeral Drainage
There are eight ephemeral drainage features with limited flow located throughout the Property.
Three of these features are located west of Foothill Road, while the other five are located
