City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Consistency Checklist

101
surface rupture during an earthquake and ensure that impacts would be less
than significant.
Strong Seismic Ground Shaking
The Housing Element Update FEIR indicated that the Calaveras, Hayward,
and San Andreas Faults are most likely to produce the greatest level of
ground shaking at the rezoned housing sites. “Violent” or “severe to violent”
ground shaking is expected to occur throughout the City, including at
several of the rezoned housing sites. (Refer to Housing Element Update Draft
EIR Exhibit 3.6-3.)
The Housing Element Update FEIR concluded that compliance with CBC and
applicable Municipal Code requirements, as well as goals, policies, and
programs included as part of the General Plan, would ensure that future
development projects are appropriately investigated in terms of potential
seismic hazards and that any new buildings and structures are constructed to
withstand strong seismic ground shaking and, therefore, impacts would be
less than significant.
Proposed Project Analysis and Conclusion
Surface Fault Rupture
An Updated Design Level Geotechnical Investigation (Geotechnical
Investigation) was prepared for the proposed project by Berlogar Stevens
and Associates on December 21, 2022 (Appendix E).15
As identified in the Housing Element FEIR and Geotechnical Investigation, the
western portion of the project site is located within a designated Alquist-Priolo
Earthquake Fault Zone for active faults. According to the California
Geological Survey (CGS), no known fault traces cross the site, and the closest
fault is the Calaveras Fault. The Geotechnical Investigation for the project site
concluded that there was no evidence of faulting on the project site.
As with all development in the City, the proposed project would comply with
the CBC design standards as well as the Earthquake Hazards Reduction Act,
Goal 1, Policies 1 and 2 of the General Plan Public Safety Element.
The Housing Element Update FEIR concluded that compliance with
applicable current federal, State, and local laws, along with the applicable
regulations of the Municipal Code would ensure that future development
projects are appropriately reviewed and designed in terms of potentially

15 Berlogar Stevens and Associates.
