City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

104
The Housing Element Update FEIR concluded that compliance with CBC and
applicable Municipal Code requirements, as well as goals, policies, and
programs included as part of the General Plan, would ensure that potential
impacts associated with development on unstable geologic units or unstable
soils would be less than significant.
Proposed Project Analysis and Conclusion
The Geotechnical Investigation (Appendix E) found that the blow counts for
material encountered above and below groundwater were high. Blow
counts are derived from a standard penetration test, where a 140-pound
weight is dropped, and the number of blows to advance the point 1 foot is
counted. Loose or soft soils generally show blow counts of less than 10.
Therefore, the Geotechnical Investigation determined that the potential for
liquefaction at the project site is very low.
Furthermore, the project site generally consists of competent soils and
bedrock, and the Geotechnical Investigation did not identify areas of
instability. Therefore, impacts related to landsliding are considered relatively
low.
Per General Plan Program 2.2, the recommendations contained in the
Geotechnical Investigation regarding unstable soils are required to be
implemented as part of the proposed project. Environmental effects would
be avoided by the imposition of uniformly applied development policies or
standards. Therefore, development of the site as proposed would not result in
any environmental effects that are peculiar to the proposed project. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified in the Housing Element Update FEIR.
b) Soil Erosion or Topsoil Loss
Would the project: Result in substantial soil erosion or the loss of topsoil?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that development consistent
with the Housing Element Update would involve construction activities such
as stockpiling, grading, excavation, paving, and other earth-disturbing
activities that could result in soil erosion or the loss of topsoil. Soil erosion is
dependent on individual site locations and conditions on-site during
construction.
