City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

106
d) Expansive Soils
Would the project: Be located on expansive soil, creating substantial direct or indirect
risks to life or property?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated new development constructed
on expansive soils could be subject to damage or become unstable when
underlying soil shrinks or swells. The actual presence and extent of expansive
soils can only be determined as part of site-specific soils and geologic
reports.
The Housing Element Update FEIR concluded that compliance with the CBC
and applicable Municipal Code requirements, as well as goals, policies, and
programs included as part of the General Plan, would ensure that potential
impacts associated with expansive soils would be less than significant.
Proposed Project Analysis and Conclusion
Soil testing conducted as part of the Geotechnical Investigation (Appendix
E) prepared for the proposed project indicated that the project site has
highly expansive clays on the eastern portion of the site and generally
contains silty sands, silty clay, and sandy silts on the western portion.
Therefore, the Geotechnical Investigation recommends that the expansive
clay on the eastern portion of the site be removed to a depth of 3 feet below
pad grade and that the expansive clays be placed in areas of deeper fills in
the northwestern portion of the site so that they are at least 4 feet below pad
grade. Per General Plan Program 2.2, the proposed project would be
required to follow the recommendations of the Geotechnical Investigation,
which address the highly expansive clays at the project site. Environmental
effects would be avoided by the imposition of uniformly applied
development policies and standards. Therefore, development of the site as
proposed would not result in any environmental effects that are peculiar to
the proposed project. The proposed project would not result in a new or
more sever adverse impact that was not previously identified in the Housing
Element Update FEIR.
