City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

134
to comply with the NPDES General Permit and WDR for the discharge of
stormwater runoff from the Municipal Separate Storm Sewer Systems (MS4s),
which are permitted under the San Francisco Bay Municipal Regional
Stormwater Permit (MRP). Compliance with these requirements would include
the development and implementation of a SWPPP, which would include
erosion and sediment controls, runoff water quality monitoring, proper waste
disposal, implementation of approved local plans, control of construction
sediment and erosion control measures, and identification of maintenance
responsibilities, as well as non-stormwater management controls. The SWPPP
would manage stormwater flows during construction of the proposed
project, thereby preventing pollutants entering the surrounding water system
and reducing the impact to water quality. The specific BMPs that would be
implemented at the project site are detailed in the Stormwater Requirements
Checklist prepared for the proposed project (Appendix G).
As discussed in Section XXVIII, Utilities and Service Systems, stormwater runoff
from the proposed project would be collected and directed toward an
underground storm system, where it would be stored and metered out of a
proposed detention basin to be located at the eastern end of the project
site. Details of the storm drain bypass can be found in the Hydrology and
Hydraulic Calculations for Existing Off-site Drainage and Proposed Storm
Drain Bypass report prepared for the proposed project by Ruggeri-Jensen-
Azar (RJA) (Appendix G).
As the proposed project would include drainage and stormwater
improvements and would be subject to the NPDES General Permit (including
the SWPPP and associated BMPs), WDRs, the impacts associated with water
quality, drainage patterns, erosion/siltation, storm drain capacity, polluted
runoff, and flood flows would be less than significant.
As the project site is partially within the 100- and 500-year floodplain, there is
the potential that inundation due to flood could result in the release of
pollutants. However, as only a small portion of the project site is within the
floodplain, the risk of a substantial release of pollutants is minimal. The project
site is not in the vicinity of the ocean or other large body of water, and there
would be no risk of inundation due to seiches or tsunamis at the project site.
As discussed in Section IX, Hazards and Hazardous Materials, the proposed
project would be subject to several existing laws and regulations that require
proper storage of hazardous materials—further reducing the potential for a
release. The impacts associated with the release of pollutants due to
