City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Consistency Checklist

135
inundation from flood flows, tsunamis, or seiches would be less than
significant.
There are no environmental effects that are peculiar to the proposed
project. The proposed project would not result in a new or more severe
adverse impact that was not previously identified in the Housing Element
Update FEIR.
b) Groundwater
Would the project: Substantially decrease groundwater supplies or interfere
substantially with groundwater recharge such that the project may
impede sustainable groundwater management of the basin?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that future development
consistent with the Housing Element Update could increase the area of
impervious surfaces, which could potentially reduce groundwater infiltration.
The addition of new housing would also result in an increase in residential
connections to the municipal water supply, which could potentially increase
demand on groundwater supplies.
The Housing Element Update FEIR concluded that future development
consistent with the Housing Element Update would be required to comply
with requirements of the Municipal Code and General Plan policies and
actions related to maximizing infiltration and rainwater retention and
requiring the identification of an adequate water supply. Therefore, future
development consistent with the Housing Element Update would not
substantially interfere with groundwater recharge or impede groundwater
management of the basin, and impacts would be less than significant.
Proposed Project Analysis and Conclusion
As described above, the proposed project would increase impervious
surfaces at the project by 872,702 square feet. As such, the rate of
groundwater recharge would be decreased at the project site. Furthermore,
the proposed project would introduce new residents to the project site and,
therefore, could result in an increase in demand for the municipal water
supply, which could potentially increase demand on groundwater supplies.
The additional impervious surface at the project site could have potential
impacts associated with groundwater recharge or sustainable management
of the groundwater basin.
