City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

142
density residential to the south, and medium density homes to the north. The
proposed project would result in the development of residential units that
would be compatible with development to the north and south. Therefore,
the proposed project would not physically divide an established community.
Additionally, Site 22 (Merritt) has a General Plan designation of Housing
Element Overlay and was anticipated to be developed with up to 93 units in
the Housing Element Update. The proposed project consists of 110 new senior
age-restricted units, which includes 18 density bonus units, and the retention
of one existing unit. Because the 110 new age-restricted units are likely to
have fewer persons per household (estimated as two persons per household
according to the City Housing Manager), it is not anticipated that the
proposed project’s population would be larger than studied for Site 22
(Merritt) in the Housing Element Update FEIR even with the density bonus.
Although the proposed project contains more units than analyzed within the
Housing Element Update FEIR, the proposed project is requesting approval
pursuant to the State Density Bonus Law (Government Code § 65915), which
allows for measured increases in density beyond the allowed limits for the
development of senior housing units. Because the residents of the proposed
project would be age-restricted to seniors, in accordance with Government
Code 65915, the proposed project includes a 20 percent density bonus.
Therefore, the proposed project would be consistent with the density allowed
for the project site.
Further, the proposed project has been designed to be consistent with
existing General Plan, the Housing Element, and the Pre-zoned PUD-LDR/HOZ
Districts . Therefore, there are no environmental effects that are peculiar to
the proposed project. The proposed project would not result in a new or
more severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
Conclusion
With regards to Land Use and Planning, the Consistency Checklist
demonstrates that:
1. No peculiar impacts related to the proposed project or its site that were
not analyzed as significant effects in the Housing Element Update FEIR
have been identified.
2. There are no potentially significant off-site and/or cumulative impacts
which were not analyzed in the Housing Element Update FEIR.
