City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

158
need in the City’s Housing Element Update is approximately 5,965 residential
units, representing approximately 17,835 people.27 Given that the current
population of the City is approximately 76,689 persons, the Housing Element
Update FEIR estimated that the total population of the City as a result of
development consistent with the Housing Element Update could reach
approximately 94,524 persons by the buildout horizon. Therefore, an increase
of 220 people would be within the total population growth estimated by
buildout of the Housing Element Update FEIR; therefore, impacts would be
less than significant.
Additionally, the proposed project would qualify for a 20 percent density
bonus as described in Section 2, Project Description, above, because the
project would provide age-restricted senior housing under the State Density
Bonus Law (Government Code 65915). The Housing Element Update FEIR
concluded that additional units built pursuant to a density bonus would be
accounted for within the Housing Element Update FEIR’s programmatic
evaluation because not all sites would be expected to develop at their
maximum allowable density due to site-specific constraints and market-
driven and other factors. Therefore, although the proposed project includes
more units than were anticipated for the project site, the Housing Element
Update FEIR’s conclusions and analysis are adequate for the proposed
project’s impacts related to increased population due to a density bonus.
Therefore, impacts related to unplanned growth inducement would be less
than significant.
Therefore, there are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
b) Housing Displacement/Replacement Housing
Would the project: b) Displace substantial numbers of existing people or housing,
necessitating the construction of replacement housing elsewhere?
Summary of Housing Element Update FEIR
Housing Displacement/Replacement Housing
The Housing Element Update FEIR indicated the Housing Element Update
would result in a significant impact if it would displace substantial numbers of
people or existing housing which would require the construction of

27 Ibid.
