City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Consistency Checklist

159
replacement housing elsewhere. Implementation of the Housing Element
Update would result in the development of additional housing units at all
affordability levels to support the City’s growing population and future
housing demands, as specified in the RHNA, by rezoning all or some of the
rezoned housing sites to accommodate housing development. In addition,
pursuant to Program 3.6 of the Housing Element Update, the City would be
required to replace housing units that are demolished with units affordable to
the same or lower income as a condition of development.
Therefore, implementation of the Housing Element Update and the rezoning
of some or all of the rezoned housing sites is not anticipated to displace a
substantial number of people or housing units and would not require the
construction of replacement housing elsewhere due to the displacement of
housing or people. Therefore, there would be a less than significant impact
related to population and housing displacement.
Proposed Project Analysis and Conclusion
The project site mainly consists of a dormant walnut orchard that was
abandoned 30 years ago and two single-family homes. The proposed project
would result in the demolition of one existing residence; the second existing
residence would be retained along with two non-habitable outbuildings. As
discussed in the Housing Element Update FEIR, the development of housing
facilitated by the Housing Element Update would not displace substantial
numbers of existing people or housing and would build housing on infill sites
with access to existing infrastructure and public services. Therefore, although
the proposed project would result in the demolition of one single-family
residence, representing approximately three people based on the City’s
estimated persons per household, it would not necessitate development of
replacement housing elsewhere, as the proposed project would provide
additional housing on the project site. Therefore, there would be a less than
significant impact related to population and housing displacement.
Conclusion
With regards to Population and Housing, the Consistency Checklist
demonstrates that:
1. No peculiar impacts related to the proposed project or its site that were
not analyzed as significant effects in the Housing Element Update FEIR
have been identified.
