City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

162
construction of which could cause environmental impacts. The project-
specific environmental impacts of constructing new or expanded fire
protection facilities to support the growth anticipated as part of the Housing
Element Update cannot be determined at the time of certification of the
Housing Element Update FEIR because the designs of future new or
expanded facilities are not known. It can be expected that construction and
operation of future new or expanded fire protection facilities would have
similar impacts as would construction and operation of other types of new
development consistent with the Housing Element Update.
The General Plan includes policies and programs to ensure that fire
protection services keep pace with new development. As the City receives
development applications for development consistent with the Housing
Element Update, those applications will be reviewed by the City for
compliance with the policies and programs of the General Plan to ensure
that fire protection services keep pace with new development. In addition,
the Municipal Code, which implements the General Plan, would be reviewed
when development applications are received. Through implementation of
the capital facilities fee, developers would be responsible for payment of any
improvements needed, including the need for new facilities, which would
effectively mitigate any increased demand for fire services associated with
development consistent with the Housing Element Update. Therefore, the
Housing Element Update FEIR concluded future development consistent with
the Housing Element Update would not result in significant adverse effects
related to fire protection services and impacts would be less than significant.
Proposed Project Analysis and Conclusion
The proposed project would develop 110 new dwelling units, a recreation
center, and a mini park. The proposed project would also retain one existing
single-family residence and would include the development of a trail
connection to the Marilyn Murphy Kane Trail. As a conservative assumption,
FCS assumes that all project residents would relocate from outside of the City,
and the proposed project would result in a population increase of
approximately 220 persons, based on the City Housing Manager’s estimate of
two persons per household in this senior age-restricted proposed project. This
increase in population can reasonably be expected to produce an increase
in demand for fire protection services.
Although the proposed project would include more units for the project site
than analyzed and predicted within the Housing Element Update FEIR, the
limited increase in the population due to smaller household sizes in senior
