City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Consistency Checklist

191
redevelopment such as would occur consistent with the Housing Element
Update. As such, the potential for increased wastewater generation and its
need for transmission has been and would continue to be planned for by the
City. Furthermore, existing and future collection systems and treatment plants
would comply with federal, State, and local regulations regulating
wastewater collection and discharge. Therefore, the Housing Element
Update FEIR concluded that while development consistent with the Housing
Element Update would result in an increase in the demand for wastewater
collection and treatment, the wastewater collection systems and treatment
plants have sufficient capacity to support new development within the
service area and the City’s sewer connection fees would ensure impacts are
less than significant.
Proposed Project Analysis and Conclusion
The proposed project would connect to existing water and sewer lines in
Foothill Road and Eastwood Way. Water service would be provided by the
City, and sewer service would be provided by the DSRSD.
The proposed project site slopes to the southeast corner of the property,
where a storm drain inlet carries the stormwater drainage into the stormwater
system under I-680. Additionally, an open channel ditch along the southern
edge of the property carries off-site water that flows from the hills west of
Foothill Road, into pipes under Foothill Road and down Puri Court, into a
drainage structure at the northern end of the ditch. Off-site stormwater runoff
from Puri Court and Foothill Road would be conveyed through the site in a
separate storm drain bypass system. Stormwater runoff would be collected
and directed toward an underground storm system, then stored and
metered out of a proposed detention basin to be located at the eastern end
of the project site.
As explained in Section XIV, Population and Housing, the proposed project
would be within the total population growth estimated by overall buildout of
the Housing Element Update FEIR. Therefore, the proposed project would not
result in an increase in demand for utilities that was not already assumed in
the Housing Element Update FEIR. Furthermore, the proposed project would
not require any expansion of utilities infrastructure that was not already
assumed in the Housing Element Update FEIR.
The proposed project would be required to comply with all General Plan and
CAP 2.0 goals and policies and CALGreen and California Plumbing Codes
and would also be required to pay all applicable development impact fees
