City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

58
The analysis under the Housing Element Update FEIR remains consistent with
the proposed project. The Housing Element Update FEIR found that the
Planning Area is almost entirely developed with buildings, roads, and
landscaping. With adherence to Housing Element Update FEIR MM BIO-1, a
project-specific BRA was conducted by Olberding Environmental, to
determine potential project-related impacts to special-status species.5 As a
part of the assessment, Olberding Environmental performed a desktop review
and several field surveys to determine the likelihood of special-status species
on-site. The 2022 California Natural Diversity Database (CNDDB) results show
special-status species that have the potential to occur on-site. Field Surveys
performed by Olberding Environmental are summarized below.
• Wetland Delineation–Olberding Environmental conducted a
jurisdictional delineation survey to verify the extent of areas on-site
subject to United States Army Corps of Engineers (USACE) jurisdiction
under Section 404 of the Clean Water Act (CWA). An initial survey was
conducted on August 26, 2021, and a subsequent field verification of
the aquatic features was conducted on March 17, 2022. Findings of the
wetland delineation survey can be found in the BRA (Appendix C). The
USACE Approved Jurisdictional Determination Form and Verification
Letter from the USACE can also be found within Appendix C.
• General Biological Survey–Olberding Environmental Biologists
conducted a general biological survey of species habitat within the
project site while conducting the wetland delineation surveys. An initial
survey was conducted on August 26, 2021, and a subsequent field
verification survey was conducted on March 17, 2022. The purpose of
the habitat survey was to evaluate wildlife habitats and the potential for
any protected species to occur on or adjacent to the site. Surveys
consisted of walking the project site boundaries and adjacent areas.
Findings of the general biological survey can be found in the BRA
(Appendix C).
• Protocol California Red-legged Frog Surveys–Because of the potential
presence of California red-legged frog (Rana draytonii; CLRF) on-site,
Olberding Environmental conducted protocol-level CLRF surveys in 2022.
Day surveys were conducted on March 11 and 23, 2022, and nighttime
surveys were conducted during breeding season on March 30, April 14
and 28, and May 13, 2022. Additionally, one day and one night survey
was conducted during nonbreeding season on August 13, 2021. Findings

5 Olberding Environmental, Inc. (Olberding Environmental).
