City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

84
specific or project-specific measures to reduce any potential impacts and
ensure that impacts remain less than significant.
Proposed Project Analysis and Conclusion
Because the existing house at 4131 Foothill Road on the project site is over 45
years in age, a Phase I Cultural Resources Assessment (Phase I CRA)
(Appendix D) and historical assessment were prepared for the proposed
project by FirstCarbon Solutions (FCS) on January 25, 2024. The building was
evaluated for eligibility for designation as a historic resource based on the
criteria of the national Register of Historic Places (NRHP) and the California
Register of Historical Resources (CRHR). This criteria includes the following:
• Association with events that have made a significant contribution to the
broad patterns of history or the cultural heritage of California or the
United States;
• Association with the lives of persons important to local, California, or
national history;
• Embodying the distinctive characteristics of a type, period, region,
method of construction, or representing the work of a master, or
possessing high artistic values; or
• Has yielded, or has the potential to yield, information important to the
prehistory or history of the local area, California, or the nation.

The building is not associated with significant events or persons, and thus it
does not appear to be eligible for listing under criteria 1 or 2. The building is
an example of contemporary architecture of the time it was bult, but it was
not created by any of the significant architects of the day nor is it a
particularly unique example from the period. The home does not possess any
distinctive characteristics of the style of architecture, and therefore, the
building would not be eligible for listing under Criterion 3. In addition, the
building does not appear to have the potential to yield information
important to history and, thus, does not appear to be potentially eligible for
listing under Criterion 4. It was determined that the building is not eligible to
be registered as a historic resource under the CRHR or NRHP under this
criteria.
In order to determine the presence or absence of other historic and
archaeological resources within the project site, a records search and
literature review were conducted for the project site and a 0.25-mile search
radius on October 23, 2023, at the NWIC, located at Sonoma State University
