The Professional
Services Agreement and three amendments with American Cemetery Maintenance and Burial
is in the amount not to exceed $1,143,070 for the full 5-year contract term; the total not to
exceed amount for the remaining 2.5 year term is $605,920. Prices for FY 2025/26 and
2026/27 are based on the cost for FY 2024/25 plus a year-over-year increase not to exceed
the CPI for the San Francisco-Oakland-San Jose Metropolitan Area. Cemetery fees also
increase at a rate equivalent to the CPI. The Cemetery operates as an enterprise fund, with
operating revenues partially off-setting operating expenditures. The City’s General Fund
provides a subsidy to the Cemetery Fund. As of mid-June 2024, the year-to-date actuals
indicate a total revenue of just over $300,000 and approximately $316,000 in total
expenditures.

The amendment includes $10,000 of “As-Needed Services”, which includes costs associated
with storms and other unforeseen landscaping circumstances. The agreement also includes
$82,600 of as-needed burial services, which likely will not be fully realized given the
unpredictability of this work.

Prepared by: Submitted by: Approved by:

Heidi Murphy, Director of
Library and Recreation
Heidi Murphy, Director of Library and
Recreation
Gerry Beaudin, City
Manager
