Item #10
CITY COUNCIL AGENDA REPORT

July 16, 2024
Police

TITLE: ADOPT A RESOLUTION AUTHORIZING APPLICATION TO THE U.S.
DEPARTMENT OF JUSTICE'S OFFICE OF JUSTICE PROGRAMS' BUREAU OF
JUSTICE ASSISTANCE'S PATRICK LEAHY BULLETPROOF VEST
PARTNERSHIP GRANT IN AN AMOUNT UP TO $40,000

SUMMARY
The U.S. Department of Justice’s Office of Justice Program’s Bureau of Justice Assistance
(BJA) sponsors several grant programs to address chronic and emerging criminal justice
challenges nationwide. Staff recommends the City Council provide authorization to apply for
the BJA’s Patrick Leahy Bulletproof Vest Partnership (BVP) grant program to support the
purchase of bulletproof vests for law enforcement officers. Awarded funds would be available
retroactively from April 1, 2024, through August 31, 2026.

RECOMMENDATION
Adopt a resolution to authorize the submittal of an application for the U.S. Department of
Justice’s Office of Justice Programs’ Bureau of Justice Assistance’s Patrick Leahy Bulletproof
Vest Partnership (BVP) for up to $40,000 and authorize the City Manager to execute all
documents, and appropriate funds in the Operations Grant Fund in FY 2024/25 and the FY26 -
FY27 biennial budget.

BACKGROUND
The Bulletproof Vest Partnership is designed to provide critical resources to state and local law
enforcement agencies. Since 1999, the U.S. Department of Justice’s Office of Justice
Program's Bureau of Justice Assistance’s BVP has supported 13,000 law enforcement
agencies to purchase bulletproof vests. Bulletproof vests have been attributed to saving the
lives of over 300 law enforcement officers since 2015 and are considered an essential piece of
Personal Protective Equipment (PPE). By statute, BVP prioritizes small jurisdictions with fewer
than 100,000 residents for funding. The BVP grant provides up to 50 percent of the cost of
bulletproof vests for law enforcement officers.

DISCUSSION
The City follows bulletproof vest manufacturers' recommendations and replaces bulletproof
vests every five years. The City anticipates needing to replace and purchase 39 bulletproof
vests for law enforcement officers between April 1, 2024, and August 31, 2026. The
approximate cost of a single bulletproof vest is $1,375. The BVP grant will be used to assist
the City with up to 50 percent of these purchases.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs
inclusive of policing to meet the needs of all members of the community.
