serve the Livermore and Pleasanton communities. Continued reliance on this outdated unit
poses significant operational risks and inefficiencies, as the unit's age increases the likelihood
of mechanical failures, potentially compromising the safety and effectiveness of first
responders during critical incidents. The continued reliance on this outdated unit poses several
risks:
• Operational Risks: The advanced age of the unit increases the likelihood of mechanical
failures, which can result in downtime and reduced availability during critical incidents
• Inefficiencies: The older unit may not meet current standards for efficiency and
capability, potentially hindering the effectiveness of first responders
• Safety Concerns: Mechanical failures and outdated technology could compromise first
responders and public safety during emergencies.

Importance of Air Light and Rehabilitation Units
An air and light unit, also known as a breathing support unit or mobile air unit, is a specialized
firefighting apparatus. These units provide supplemental lighting and self-contained breathing
apparatus (SCBA) cylinder-filling services at emergency scenes. During prolonged incidents,
where environments pose immediate dangers to life or health, first responders rely on SCBAs.
The air and light unit plays a crucial role by refilling depleted air cylinders using its onboard air
compressor and cascade air tank system. It also carries spare air cylinders to ensure
uninterrupted operations.

Unit Features and Capabilities
These highly customizable units can vary significantly between departments to meet specific
operational needs. Key features include:
• Diesel Generators: Equipped with diesel generators to power portable lights and scene
illumination equipment, often utilizing a roof-mounted telescoping light bank
• Restroom Facilities: Designed with a single restroom to support prolonged incidents,
enhancing the LPFD's ability to maintain an inclusive workforce
• Incident Rehabilitation: This unit provides scene and incident rehabilitation, offering
shelter from inclement weather and allowing personnel to enter a temperature-
controlled space. The unit also provides access to drinking water and calorie-
replacement nutrition bars, which are essential for maintaining the well-being of first
responders during extended operations
• Electrical Power Supply: This can supply electrical power to emergency shelters, base
camps, or medical facilities, ensuring continued functionality of essential services during
crises.

DISCUSSION
Given the essential role of the air and light unit in supporting emergency response operations,
it is imperative to replace the BS96 with a new, state-of-the-art unit. This investment will
ensure that the LPFD is well-equipped to handle prolonged incidents efficiently and safely,
maintaining high standards of service and preparedness. By updating to a modern air and light
unit, the LPFD can continue to provide reliable support during emergencies, enhance the
safety and effectiveness of first responders, and ensure compliance with current operational
standards.
